Parliament (Sabor) is bicameral and is located in Zagreb.
The Zastupnicki Dom (House of Representatives) has 124 members, who are elected to four-year terms by popular popular vote. This body is the more powerful. The Zupanijski Dom (House of Districts) has 68 members. 3 members are elected by popular vote from each of twenty districts and Zagreb. 5 other members may be appointed by the president. This body is mainly advisory.
